The offical game (and most, if not all, mods) store simple configurations in the Windows Registry. When the game is ran it will check if values are available in the registry, and if not, use default values. In this respect, the game doesn't require the registry to run.

All values, such as those for screen resolution, can be modified through a program like regedit (included on all Windows systems). This can allow you to get somewhat "unsupported" resolutions, such as those for widescreens.
